Massachusetts passing it's original law should have taken care of this aspect of things. There's a clause in the Constitution guaranteeing it. But most states have chosen not to honor it.
DC is not in the forefront, but at least we're toward the front of the parade.
From what I saw, there was a second vote which was 12-1. Apparently Marion "Bitch set me up!" Barry didn't realize what he was voting for the first time.
