From what I saw, there was a second vote which was 12-1. Apparently Marion "Bitch set me up!" Barry didn't realize what he was voting for the first time.

I should have known Marion Barry would find a way to screw it up.

Fenty will sign it. Then Congress has to approve. I hope it will, but the ministers around here are trying to get them to veto it.

Imagine Boston or San Francisco or New York having to pass all their local laws through Congress.

Massachusetts passing it's original law should have taken care of this aspect of things. There's a clause in the Constitution guaranteeing it. But most states have chosen not to honor it.

DC is not in the forefront, but at least we're toward the front of the parade.
