fabrissePeople asked us why, with the short notice and the outstanding debt from the inauguaration, the District of Columbia allowed today's parade.

The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people.
Since we aren't a state, we haven't the right to say no.
