Collars and tags

Driving home this evening -- I had to do too damned much driving today -- I nearly hit a large-ish dog (50-60 lbs at a guess, possibly a golden retriever mixed with something longer haired). I decided to see if I could use my powers for good and got the dog to come to me. He did and enjoyed a belly rub while I tried to find ID. No collar or tag and I'd been in such a hurry that my phone was in the car about ten yards away.
A car drove up and a woman about my age said the dog was hers. Jackson, as he was apparently called, recognized her, but nearly ran back into the street rather than get into the car. A squeaky toy thrilled him and persuaded him to go home.
I was about to call animal control because I had no way to identify the intrepid explorer.
