I may ogle a handsome man (or woman). What the hell is this OOGLE doing all over the place? It doesn't even jibe with the way the word is pronounced.
And someone who lives outside the country is an expatriate. They may very well no longer feel patriotism, though most expatriates I know love their countries deeply, not doing so still doesn't make them EX-PATRIOTS.
